Ontario stands apart from the rest of Canada in how it handles online sports betting. Since April 4, 2022, the province has allowed private sportsbook operators to take bets legally, provided they register with the Alcohol and Gaming Commission of Ontario and hold an operating agreement with iGaming Ontario. That structure followed a federal change in August 2021, when amendments to the Criminal Code permitted provinces to authorize single-event sports wagering for the first time.
The result is a market unlike any other in the country - one where bettors choose among dozens of competing brands rather than a single government-run platform.
How Ontario's licensing model works
The AGCO sets the regulatory standards, while iGaming Ontario manages the commercial relationship with private operators who want to offer betting and casino products in the province. This two-tier system means operators must meet integrity, advertising and consumer-protection requirements before their sites or apps go live for Ontario users. iGaming Ontario currently lists 44 regulated operators and 77 gaming websites, though that figure shifts as companies enter or exit the market. Not every listed site is a standalone sportsbook - some are casino-only platforms operating under the same regulatory umbrella.
Bettors should treat that distinction as practical, not academic. A site that looks legitimate may not be authorized for Ontario play, and the AGCO's own guidance points users toward iGaming Ontario's public directory to confirm a platform's status before creating an account.
Who can legally place a bet
Eligibility rules are straightforward but strictly enforced through geolocation and identity verification technology built into licensed apps and websites:
- Bettors must be at least 19 years old
- They must be physically located in Ontario at the moment a bet is placed, not merely an Ontario resident
- Accounts must be verified through the operator's identity checks
- Wagers must be placed through an operator registered with the AGCO and approved by iGaming Ontario
The geolocation requirement matters because it applies in real time. A person who lives in Ontario but travels outside the province loses access to their account's betting functions until they return, regardless of where they originally signed up.
A crowded field, with OLG as the public option
Ontario bettors can choose from internationally known brands such as bet365, DraftKings, FanDuel and BetMGM, alongside Canadian-facing operators like theScore Bet, Sports Interaction and NorthStar Bets. OLG runs its own entry, PROLINE+, for online wagering, in addition to in-person PROLINE betting at retail locations - a hybrid approach that predates the private market and still operates alongside it.
This degree of competition is unusual for Canada, where most provinces route all sports betting through a single lottery-corporation platform. More operators generally means more variation in odds, markets and product design, but it also means more responsibility falls on the bettor to distinguish between licensed and unlicensed options.
Advertising limits and what bettors should watch for
The AGCO restricts how operators can publicly advertise bonuses, credits and other inducements, limiting that kind of promotion largely to an operator's own gaming site or permitted direct marketing channels. That rule exists because unrestrained bonus advertising has drawn regulatory scrutiny in other jurisdictions over its effect on vulnerable or underage audiences. Ontario bettors who want current offer details need to check each operator's app or site directly rather than relying on third-party advertising claims.
None of this changes the underlying math of sports betting: odds are priced to give the operator a structural edge over time, and no promotional offer alters that. Casual gambling and lottery winnings generally aren't taxed as income in Canada, though winnings connected to professional or business-like gambling activity can be treated differently - a distinction worth understanding before assuming all betting proceeds are automatically tax-free.
